KARACHI: The government of Sindh has constituted the Provincial Coordination and Implementation Committee (PCIC) to ensure the planning and execution of projects under the Karachi Transformation Plan.

According to the notification issued by Chief Secretary Sindh, Mumtaz Ali Shah the Provincial Coordination and Implementation Committee (PCIC) is hereby constituted to ensure smooth planning and execution of all development projects by harnessing all available resources with the following composition and ToRs.

Chief Minister Sindh will be Chairman of the committee, while Chief Secretary Sindh Government, Chairman, P&D Board, P&D Department, Govt of Sindh, Member/Secretary, representative of HQs, % corp, Karachi, Commissioner Karachi Division, Administrator Karachi, representative of NDMA, representative of Federal Government, Secretary Local Govt, Secretary Transport government of Sindh will be members of the committee.

ToR of the PCIC will be, to plan the development projects to be implemented by representative government authorities under the chairmanship of Chief Minister Sindh. To serve as a forum for resolving impediments in the smooth implementation of projects and also act as a central forum of coordination for all stakeholders. To coordinate to ensure availability and judicious utilization of funds. To ensure implementation of laid down timelines and carry out regular adjustments if required.

To maintain a record of all projects and take required actions to ensure due diligence and quality control. To monitor development works of executing organizations and facilitate execution synergizing the public and private sector. To recommend changes in organization and executing agencies for effective progress of work, it required. To prepare and compile requirements of finance for raising and functioning of PCIC in coordination with all stakeholders.

To project on ground development works through media. To coordinate closely with the law enforcement agencies (LEAs) to ensure their availability, whenever required and smooth progress of projects. To carry out liaison with concerned/ relevant departments to include the priority of work, dispute, and resolutions, etc.

To ensure regular meetings (at least once on fortnightly basis) to reviews progress and discuss future plans. The composition of PCIC is that the Sindh government has dominancy in the committee, having 7 members while the federal government has three members.
